Medical Clearance for Work: When a GP Certificate Isn’t Enough

Phoenix’s Occupational and Environmental Physicians (OEPs) and occupationally trained doctors assess whether a worker is fit for the real demands of their role, not just recovered in general: a clearance built around the actual job. Delivered by telehealth, Australia-wide.

Who We Help

Clearance the employer can rely on and the worker can return on

A medical clearance impacts the worker who has to perform the role, the employer who has to manage the risk, and sometimes the insurer or treating doctor. A clearance that does not consider the actual job protects none of them.

Employers

Specialist medical clearance assessed against the inherent requirements of the role, so a worker returning to a safety-critical or physically demanding job is genuinely fit for it, not just fit in general.

Workers

A clearance built around what your job actually involves, with restrictions that make sense on the floor and a clear basis for returning to your role.

Also supporting

Insurers: specialist clearance opinions where capacity to return is unclear or disputed.

General Practitioners: shared case management where a return needs more than a generalist certificate. We write back to the referring GP on formal referral.

RTW coordinators: the medical clearance that underpins the return-to-work decision they manage.

What it is

What medical clearance for work actually means

Medical clearance for work is a medical opinion that a person is fit to perform a role, or to return to it after injury, illness or surgery. The question sounds simple. The answer depends entirely on what the role demands.

A generic clearance says the worker is “fit for work” in general. A role-specific clearance says whether the worker is fit for this job: the lifting, the heights, the shift pattern, the cognitive load, the safety-critical tasks. For an office role those are often the same answer. For a truck driver cleared after a knee operation, a worker returning to heights, or a role with fatigue-critical duties, they are not.

The gap between “medically recovered” and “fit for the specific role” is where most return-to-work problems start, and where a specialist assessment earns its place.

Capabilities

What a sound medical clearance covers

A clearance that the employer can act on, and that protects the worker, covers each of the following.

Inherent requirements of the role

The real physical, cognitive and environmental demands of the job, assessed directly, not assumed from the job title.

Fitness against those demands

Whether the worker can safely meet the specific requirements of the role, not just whether they have recovered in general.

Recovery and residual limitations

Review of the injury, illness or surgery and any lasting effects that bear on the worker’s fitness for the role.

Physical restrictions, where they apply

Any limits defined by quantity, frequency and duration, with a clear basis, rather than a blanket clearance or a blanket exclusion.

Cognitive and psychological fitness

Where the role or the condition makes it relevant, an assessment of fitness beyond the purely physical.

Conditions on the return

Any adjustments, monitoring or staged arrangements needed for the worker to return safely.

Review date

A point to reassess, where fitness is expected to change over time.

A clear clearance decision

Fit, fit with conditions, or not yet fit, stated plainly so the employer knows exactly where they stand.

Communication with the treating doctor

Written correspondence on formal referral, or on request, to keep care coordinated.

Reporting

A clear record of the clearance decision and the reasoning behind it, suitable for the employer’s records.

Why Phoenix

Where specialist clearance changes the decision

For a straightforward return to a low-risk role, a GP certificate is the right document. Where the role carries real physical, cognitive or safety demands, an OEP assessment is what makes the clearance meaningful.

01 / OEP-LED
Doctors trained in Occupational Medicine

Clearances are assessed by OEPs and occupationally trained doctors who understand both the medicine and the demands of the work being returned to.

02 / ROLE-SPECIFIC
Fitness measured against the actual job

The assessment is anchored to the inherent requirements of the specific role, so the clearance reflects whether the worker can do this job, not work in the abstract.

03 / EVIDENCE-LED
Decisions an employer can stand behind

The clearance decision and its reasoning are documented, giving the employer a defensible basis for returning a worker to a demanding or safety-critical role.

04 / RAPID
Same- or next-day specialist availability

A delayed clearance holds up a return and the worker’s recovery. Phoenix holds capacity for clearance and review consultations, typically within one business day.

05 / SECURE
ISO 27001-certified information systems

Phoenix Occupational Medicine holds ISO 27001 information system certification. Worker health information is managed in a certified information security environment, with consent capture and documented appropriateness checks.

06 / NATIONAL
Specialist clearance, anywhere in Australia

Phoenix’s RTW Telemedicine service is delivered by telehealth. A worker in a regional or remote location can access a specialist clearance assessment without travelling to a clinic.

The Process

How a Phoenix medical clearance works

Three steps from request to a documented clearance decision. Most cases complete within one to two business days.

01
Request

Employer, RTW coordinator, treating GP or worker contacts Phoenix with the case details, the role, and any current medical information, including the treating doctor or surgeon’s clearance.

02
Consult

A telehealth consultation that reviews the medical evidence, clinical history and the actual demands of the role, assessing fitness against the specific job.

03
Certify

A documented clearance decision, with any restrictions, conditions and a review date where relevant, issued in a report the employer can rely on.

Suitability

When you need a specialist clearance, and when a GP certificate is enough

A specialist clearance is not required for every return. We are upfront about where it adds value and where a GP certificate is the right tool.

  • Safety-critical roles: heights, confined spaces, driving, plant operation, fatigue-critical duties
  • Physically demanding roles where general recovery does not equal job fitness
  • Returns after surgery or serious illness with residual restrictions
  • Psychological injury where fitness to return is sensitive or contested
  • Roles where a wrong clearance carries real risk to the worker or others
  • Returns to low-risk light roles
  • A clean recovery with no residual restrictions
  • A single, uncomplicated condition expected to fully resolve
  • No dispute about the worker’s fitness for the role

Where It Sits

Clearance inside Phoenix’s wider injury program

A medical clearance is often the final step in a return-to-work case, after assessment, treatment and a graduated return.

One specialist team through to clearance

The OEP who clears a worker for return can be the same doctor who assessed them earlier in the case, at acute consult or through the return-to-work plan. Medical context and role understanding follow the worker, so the clearance decision is made by someone who knows the history, not a stranger reading a file.
